wrong size and questionable shipping

I ordered a XL for a large dog, this is not for a large dog this maybe would fit a Pomeranian (small) perhaps was i shipped the wrong size maybe???? Plus it was shipped from origin of Buford Georgia to upstate new York then back to Florida WHY?? My dog cant even use it because it is way too small i used the chart and measured it called for a large , i ordered a XL just to be safe and i was sent one way too small
