Size runs small

My size is 8, so I ordered an 8.5-9. Which should give me a good fit, however the heels of my feet are hanging over the slipper. Also states that the slippers are for Outdoor/Indoor use. The bottoms are very thin and made of a material like sheep skin. I would not use outside.
