Soft and warm thermal set
I've been looking for some warm thermal layers for cold nights, and these are perfect. They are very soft and thin but extremely warm. They're thick enough to wear on their own. There's a slit pocket in the back waistband of the pants for a phone, but it was not long enough for my iPhone 12. For reference, I am 5'5”, 120lbs and wearing a small.

Thermal underwear
I love the brand Cuddl Duds and this set is right up in my top 5. It's great when you can buy the set and not have to hunt for both pieces. The pants sit high which I like and they have some new fiber weave that keep heat against the skin and moisture away. They use spandex for close fit and comfort. It gives you superior thermal protection on those frigid days and nights. I think they run a bit small but not overly tight.
