Not a stretch material 3 sizes too small

On the positive side, it is white and appears to be well made, it would be a good value if it fit. I read all negative reviews before buying and went up 2 sizes. If it had been stretch like the description said, it might have fit, but, even 2 sizes larger, it was still short 4 inches to fasten. I will give it to someone smaller. I would not recommend because of the sizing problem.
