Love this harness but sizing is guesswork!

I love this harness. My 5 lb mini Yorkie has a 9" neck and 12" chest. I ordered an XXS and it fit great so I ordered four more in different colors. They are all bigger than the original and do not fit. I tried XXXS in these same patterns and they were too small. Now I have no idea how to get more harnesses that fit.
