Sizing off

Cute collar but sizing is way off. I ordered a large for a dog that always wears a medium in every other collar. The large was hilariously too small. Not even close. While returning item, Walmart employee thought they shipped the wrong one though because item numbers didn't match. It would be helpful if they listed size in inches
