Starting from the premise that strengthening procurement capacity in developing countries is critical to improving social and economic well- being, it is sought to unearth views about the factors and elements driving capacity-building in procurement. Regardless of the evidence linking Total Cost of Ownership (TCO) tool usage to effective procurement from the existing literature, the purpose was to unearth views about the role of TCO tool usage in procurement capacity-building in a developing country, with particular focus on the procurement of ICTs for education.
