One out of two died...

I received two unrooted cuttings and planted them; about 20 days later, they began to sprout, and they have now grown to the size shown in the attached image. Of the two, however, only one has grown; the other simply dried up and appears exactly as it did when I first planted it—as if it has died. We have a large willow tree at home, and its branches grow beautifully if I simply cut them, stick them in the ground, and water them... I purchased these two cuttings because I needed them, so it is quite disappointing that one of them seems to have died
