Not waterproof in heavy rain

Although this rain sheet fits my 8 hand mini well, when we got a heavy rain in New Jersey, her whole body was soaking wet underneath. This was probably only the second time she had worn it. So I guess I will just use it as a windbreaker and look for a rain sheet that really is waterproof!
