Item Runs Too Small, Or Incorrect Size Chart..

I have Osteoarthritis and a Meniscus tear and trying to avoid surgery for now. I measured around my knee cap as instructed to and it was less than 14 inches. Size Chart said Small (12-14.5 in) When it came i put it on and after 2 hrs. my knee was hurting and swollen and had this red ring where the cut out hole is. I have a knee brace that's heavier and it's an X-Small and has an opening around the knee cap like this one and doesn't do this. I wanted something without velcro and easier to put on to wear under jeans. But this was making my knee feel worse..
