The Contemporary complex world situation, when analyzed it reveals that great efforts are needed to improve the 'State of the World' involving Intellectuals, Scholars, researchers, Civil Societies, NGOs, Global Institutes of Research and Studies, and the Fourth Estate with the cooperation of National Governments. The Complexities involve problems relating to world peace and security, freedom, equality, environmental degradation, cyber-crimes, arms race and prevalence of weapons of mass destruction like nuclear, chemical and biological weapons, disarmament, wittingly or unwittingly unleashing of dangerous viruses like the present COVID-19 epidemic, the wide gap between haves and have-nots, poverty, hunger, issues of economic domination and suppression, gender inequality, communal conflicts, regional conflicts and civil wars which may escalate into the Third World War and many other issues.
Another issue of worry is that Global Institutions are proving to be wanting in their Structures and authorities to solve these problems effectively. That means two things are to be done: 1. Formulate a suitable UNIFIED GLOBAL AGENDA for redeeming the Planet Earth, and 2. Conceive a suitable WORLD DEMOCRATIC FEDERAL GOVERNMENT STRUCTURE and CONSTITUTION in which all the nations and their people's representatives should be involved in the formation of the World Parliament and the World Government to implement the Global Agenda. The nineteenth and twentieth centuries witnessed the revival of proposals for a world government fuelled by positive developments - such as technological progress in travel and communications that enabled rapid economic globalization and negative developments - such as the devastating impact of wars fought with modern technology.
Even great Statesmen and philosophers like Jawaharlal Nehru, Sarvepalli Radhakrishnan, Albert Einstein, Betrand Russell, Jan Tinbergen, Ban Ki-moon, John F. Kennedy, Mikhail Gorbachev, Pope Benedict XVI, Winston Churchill - all in one way or the other advocated the need for a World Government. Therefore, there is wisdom in suggesting the formation of a World Federal Government as one of the approaches to secure the Planet's future and Humanity as a whole. However, the formation of the World Federal Government never fructified. Therefore, it is obvious that there should be a 'unified global effort' to fructify the World Federal Government's idea and thereby redeem the Planet Earth from its Problems.
Based on the above line of thinking, a UNIFIED GLOBAL AGENDA is suggested. After reviewing the existing approaches for World Governance, a suitable STRUCTURE OF A FEDERAL DEMOCRATIC WORLD GOVERNMENT AND THE FEDERAL WORLD CONSTITUTION is presented in the Book to implement the Unified Global Agenda as its MANIFESTO. There is no involvement of Political Parties and Direct Elections at the Global Level in the formation of the World Parliament and the World Government.
