Is that French?

I bought this as a gift for my dad, but when he watched it has delayed voices. It also wasn't Jean Reno's voice. This movie reminded me of the Kung-fu movies back in the eighties when the mouths are moving but the voices are after the commercial break. I was very disappointed. It doesn't say anywhere on the film box or on the web site that this film was originally made in France.
