Not suitable as body cam

I recently purchased this Chest Mount Strap for GoPro XTGPCS for my GoPro HERO7 Black. It does not seem to function properly as a body cam because the camera will not tilt up the full 90 degrees. Rather, the best it will do is point down at about 20 degrees.
