10 foot cable is only 9 feet long!

I ordered a 10 foot cable. The package arrived sealed so it was presumed to be from the factory and not someone elses returned item. When I opened the package and unrolled the cable it looked short, so I got out a tape measure and checked its length and it was only 9 feet long not 10 (see photos). While there may be a manufacturing tolerance of /- 1 inch, the fact that this cable is 1 foot shorter than advertized is inexcusable. Sell it as a 9 foot cable then instead of 10 foot. The cable quality itself seems fine. I bought it as a USB power extension cord so I can't comment on the data transfer rate.
