Possibly defective material

I really liked Walmart’s timely delivery but my PT was wondering if the material on the compression gear was old like old elastic. This was for medical care for lymphedema wear. It is running like hose can and crackling and only had worn it for two days and was right fit, because PT measured it in hospital setting.
