Will not stay suctioned

This bath toy holder is adorable, but I can not get it to stay suctioned even with nothing in the holder. I cleaned the tile surface and let dry completely. Then took off the protective film stuck on file and turned the dial until it clicked. That piece will stay on as long as I don't hang the penguin bag..I've tried many times with no success.
