Who sizes this stuff?

I wear an 8.5 but ordered a 9/10 because I wanted them big. They were actually too small! This is the second time I have had a sizing issue and the last time I tried to return a product they credited a credit card that wasn't even mine and failed to rectify the issue. I'm done ordering clothing and shoes on Walmart.com
