Not a complete set of grommets/washers

I have opened 2 of the packets I ordered, and both packets had 8 grommets but only 2 washers.

Grommets

I was in dire need of grommets and it was late and store options were limited so of course i went to walmart because it was the closes but buying this grommets were amwaste of time completely overpriced and utterly use less. It ruined my garment and it was such a cheap product. Please do not buy this product its completely sickening!
