Not a happy camper

one CARBURETOR seems to be working ok. The second one does not work. I would almost guess it is a used or returned item. The throttle cylinder had has gum and dirt on it and and binds up in it's tube. The choke needle valve feels like it has gum also.The package was damaged in shipment and the Throttle tube was sticking thru the box.
