Cut Extremely small

These shorts are cut extremely small. I know my measurements and I normally wear a medium. The measurements listed are off. I ordered a large because I had a feeling they'd be cut small but from the way the large fit. I wouldn't even be able to wear the XL either. I tried to pass them on to my teenage daughter who is a small and she couldn't even button them. The fabric is also thin.
