no delivery just an excuse on paper

I took personal time off to be here for my delivery only to get this piece of paper in the mail and now it shows my delivery is fulfilled on Walmart.com when in fact I have no rims at all only this piece of paper to show for it. what is going on? is this normal? I'm a little irritated at the moment I tried calling the company and got a voicemail leaving the same detailed information to try to get answers but I haven't heard anything back.
