Not true to size

Well, it's not true to size. I got an XXL as I wear a 2X and I used the chart they provided. It's too small and I can't wear it. Also, the material is not what I expected, it feels like waterproof material. I was disappointed because I bought that dress to take on vacation in May. I will have to shop for clothing in person from now on.
