Faulty pump?

Not sure if I just received a faulty one or I'm not sure what happened, installed it and plugged it in correctly and nothing happened. Fuel pump does not prime. The float level doesn't even float either it just stays in the bottom. It reads it on my dash though with it saying the tank is empty (there's atleast half tank left) also I've noticed with the OEM vs this one there's also a difference with the shape with the tubes. Not sure how big of an impact that is but I had trouble putting the new one in meanwhile taking out the OEM was super easy to pull in and out.
