Nice Planter if you have all the parts

I ordered 2 of the cart raised bed planters. One is put together and is just what I wanted. The other cart was missing some parts that connect the wheels. I'm not sure how to rate this since I can't finish putting together the other one. I'm hoping for a replacement or a refund.
