Epower dell lap top E6530

Received dell lap top on 5/17/2019 Had to send back to epower mailed on 5/20/2019 ref 4031966980522 trk 787365180100 fed x when epower sent lap top they put a dvd - rom in it instead of a dvd-rw big difference also mach kept trying to update windows but would fail after 5 tryes i contacted epower they wanted me to send back was there mistake they would update lap top and return. they just received it today if they dont send it back then i want a refund.

Laptop is not fully functional upon delivery

Yes. There are two reasons. The display on the machine won't engage unless I hit the F8 key at boot, and when the machine arrived it would not boot to the operating system at all. I am a technician so know how to rebuild the laptop's operating system. The operating system is currently working, but if I did not happen to have a Windows 7 operating system handy at home the machine would be useless. Also, the laptop shuts down on it's own when idle for longer than an hour rather than rest in hibernation mode, and I still need to push the F8 key at boot in order for the laptop display to work properly.
