Unreliable shipping

Seller shipped promptly (from Texas) and used a shipping service I didn't recognize: Jcex (the website is all in the Chinese language). Tracking progress said it was delivered and signed for at my address, but that never happened and I never got the item. No proof of delivery on the shipping website either. Filed for a refund.
