Missing pens

I haven't had a chance to use it yet. I'm not satisfied. I'm wondering if my package got shipped to someone else first. It came late after I believe I received a message that it was going to arrive earlier. When I receive the package it, it has two or three labels on it. The label on top has some numbers crossed off. Which makes me wonder if it went to a different address and perhaps that would be whythings are missing from my item. There are only five pens in the package. I don't know if there was supposed to be an instruction book or not. But there's only one paper approximately 2 to 3 inches in size, which has four questions listed. I'm thinking about returning this item because of the lack of pens.
