IR blocking could be better. Plastic. Looks ok.

Of course these are plastic, so don't expect them to be hard to scratch or anything. I tested with a remote an IR camera and I feel like the IR reduction may not be the full 3.0 it claims, however, unlike others in these sorts of price ranges, they did reduce IR in my tests. I don't have the equipment to measure, but probably closer to 1.7 than 3.0. That's better than nothing, and especially so at this price (which is very low!) Light reduction in the visible spectrum is definitely the full 3.0 though. Be prepared for that if you're not in a well lit environment when you use them. I can see well enough through them in low light to get by, but it's definitely not comfortable. That's to be expected with 3.0 of course. I haven't tested UV well yet as it's more difficult to test, but initially I believe from early testing that their blocking of that range may be similar, which is probably ok as long as exposure isn't too direct or extreme. (Eg don't look directly into the Sun.) As far as I can determine they are not polarized, so expect reductions only, not blocking. If you're doing anything with large amounts of UV you need to be using high quality (much more expensive) safety glasses (and skin protection!) anyway. Appearance-wise these are pretty ok looking, especially for their price range. They look more like sunglasses than safety glasses and if you care about appearance in such a thing you'll probably be happy with their looks. Obviously these are plastic. You can't get glass in this sort of range obviously. Naturally that does mean they can be scratched if not cared for and over time from use. At this price range that should be expected and is perfectly acceptable.
