second time to order these....WAY TOO SMALL.

We have ordered these before and they fit great and were great quality...but this time the size is drastically different. We ordered large and they are 1.5 inches smaller in the waist than the previous mediums we ordered! The panties were only .39cents each but shipping was $30!
