Great Value - size runs small

You get a lot of accessories with this duck costume so it is a great value for the price. However, the sizing runs small. I ordered the 6-12 month size and for my daughter who is 11 months...the headpiece will not Velcro closed because it is too small. An additional problem is it was sold through a Marketplace retailer and I cannot return or exchange it unless I pay to ship it back. If it fit this would not be an issue because I love the costume and accessories, I just wish it fit better.
