Works as described. Flips down and has a small hook to hold the monitor in "stowed" position. Rotates left and right slightly (though it will seem as though it doesn't until you have the leverage of a monitor on it) I'm not sure how well it will hold a monitor in an orientation other than vertical, though it has a screw you can adjust to increase or decrease the hinge tightness. If desired, the hinge or the monitor mount can be reversed, though this may cause issues with accessing the hook for stowage depending on your installation. In my use case, I have the stand shimmed 2" away from the ceiling, a (home made) extension bar on the end of the stand where the monitor mount belongs, and the monitor facing the hook side of the mount. The monitor swings towards me and up to stow, and away down to use, which is easier to access from the front of my desk than the reverse. For the price and parts included, I'm extremely satisfied with this mount.
