Due to an error in my favor, I only paid $9 for this. I'd gladly pay full price having installed it myself. Included was a paper drill guide for the anchors, a screwdriver head for the screws, AND a masonry bit! They really went above and beyond. I only needed my hand drill, helper, and level, and we got this installed in minutes. I'd also recommend a magnetic offset screwdriver for installing the handle. You can't get at them with a standard screwdriver, but I managed to get them in well enough just using my fingers. I didn't notice instructions on initial setting of the combination, but it's just like any other of this kind. Set to 0000, open door, find tiny switch inside on the mechanism. Move from A to B (it won't budge if the numbers are not set to 0000). Set the numbers to desired combination. Switch from B to A, and you're done. Pictured hardware is not what I got. Instead I got 4 plastic anchors and 4 large screws for attaching to wall, and 2 tiny screws for the handle - exactly what was needed. Also included an adhesive rubber strip Rain Guard not pictured. Didn't need that, so I don't know how effective that is. There is a gasket inside the mail slot for keeping rain out. Also, the mail slot is magnet-close. Love when they do more than advertised! My only tiny complaint is that they leaned a little too much toward making it hard for thieves to fish letters out, making it inconvenient for delivery persons to get magazines in. But I honestly don't think I can find better.
