toilet tissue cover and holder

I haven't put it up yet, no instructions came with it and it should be simple but I haven't figured out how it screws in, it doesn't lay flat and I need to drill pilot holes and don't have room for mistakes so I am taking my time. Also I got this so my kitten would not be able to unroll my toilet paper and I don't think the cover is long enough.
