Bad, stopped working quickly, but was inexpensive!

It crapped out after being hooked up in less than 2 minutes, giving a puny 1.8 volts, not 12, and not enough to do anything. It never blew the fuse, and was installed correctly, by an electrical engineer, my hand to GOD. I didn't have the packaging and so I threw it in the garbage. It lit my headlight twice in trial and the horn and brake lights worked and then it crapped out.
