Lock nuts break when tightened!

I used a crossbar nut wrench to tighten a lock nut by hand, and the top portion of the lock nut sheared off leaving 3/4 of the nut remaining on the bolt. Fortunately, I was able to remove a hub cap that was attached by 3 screws, and get enough access to the remaining lock nut with a pair of vice grips to remove the remaining lock nut. Had this happened away from home and a pair of vice grips was not available, I would not be able to remove the wheel and it would be a very costly repair and delema to resolve. Quality of chrome is not suitable for its purpose, and should not have broken so easily by hand tighten. Am now leery of tightening all the other lock nuts, as they may break too!
