Poor quality and they run small

These run small for their size, and they quality is poor. I got these for my daughter, she wears a size 1 shoe, so we ordered the size 13/1 and they were a little too small, but for the price we kept them anyway. After she wore them one time, in the house, they started splitting at the seams, and the stitching started to come out.
