Lack of DOT Certification

I don't understand why a 4500 psi tank would be equipped with a 150 psi valve. This configuration does not make sense for a high-pressure air storage system. Additionally, this product does not appear to be DOT certified. If it is not DOT certified, it cannot be legally filled or used in public locations in the United States.
