Empty package/ no product /no refund yet

“Package” arrived 10/2. Item had been shipped in a mailing envelope which was not reinforced. Envelope was empty except for the shipping manifest. Driver confirmed problem, noted it in his handheld and left. The end of the envelope was open. Apparently the envelope was not strong enough and the heavy roll of foil slipped out during shipping. On10/4 I sent a communication to the vendor via Walmart. On 10/7 Walmart communicated that they expedited my issue to the vendor. It is 10/9 and no resolution. They have not reshipped or refunded the product. I am very disappointed with this service.
