There are no instructions for actually filling the individual bags or putting them in the training bag. The little 10LB bags that come with it are pretty easy to fill just get a bag of playsand from your local home improvement store that has a pour spout built into the bag and pour the sand into the bags they have a double Velcro closure that will not allow the sand to leak out of the only opening that the rubber coated bags have. How can you tell they are full? Well if there is more than 10lb's of sand in the bag it can't close so you just get the sand in the bag to the point where it will just close and (after using a scale t check the first one) that is 10lb's. The hard part is getting all four of those little bags into the training bag once you have them full some pushing and shoving will be required. If you are strength training you may outgrow this little bag very quickly for a lot of the more popular exercsises that it is used for.

It's a good quality bad. I like that it comes with 4 ten sand lbs bags. The bags have handles so they can be used individually for single arm exercises. Good deal for the price.
