Poolside Towel Tree does the job
This towel tree is very sturdy. I'm using it to hang the grandkids life jackets, swim arm bands, goggles, and pool rings. I didn't need to put sand or water in the base but I'm using it indoors in our spa room so I cannot comment on outside use.
