wish they know how to pack and ship this item

It was all scatched up and paint chips all over the place. No idea why they (walmart or Draw-tite) think it's a good idea to ship it as-is w/o any protection. The raw steel is exposed and I already saw a light rust developing. Now I gotta return this to get my refund.
