Set of 2 Burgundy Sitting Reindeer Christmas Figures 7"

The first set came with only 1 reindeer and the antlers were broken off and in the box. I contacted Christmas Central and they were very fast getting back to me and sent a replacement. The problem: once again I only received ONE reindeer. However this time at least this one I could use. If this is a SET why do I keep getting only ONE. I haven't contacted them again as I was busy Christmas week but am hesitant to try again!
