Cheap and doesn't fit well

The costume wasn't even in it's package when I opened the shipping envelope. There was grass and yuck on the costume. There was a hole in the shoulder seam. I ordered 12-18month and doesn't fit. It's too small. My little guy is 20lbs and wears 12 months clothing. The hood doesn't stay on at all! Tried contacting customer service. They "couldnt" find my order history.
