Ordered a 3 pack, received a 2 pack

I ordered the 3-pack as advertised.. received a 2-pack. The delivery package was damaged, and I thought perhaps one had fallen out. Looked closer at the plastic bag the seed packets were packaged in, stated that it was a 2 count. Very disappointed the seller is allowed to do this to a Walmart customer. Walmart did better than the marketplace seller by accepting my return in the store. Last marketplace seller I will pruchase from, they always try to swindle the customer. Snake Oil comes to mind.
