Cheap. One ribbon came broken and tied together?!

Package came with easy do-it-yourself plastic needle to thread clovers together to make 4 garlands. Only two of the four garlands have enough for rotating colors of light green and dark green. The real surprise was that it looked like the ribbon of one of the strings was broken and then tied back together again with a knot!!! So cheap! Why would a company send a broken ribbon that had to tied together with a knot?!
