Double hang closet rod
Strong, easily adjustable straps let you put the lower rod exactly at the height you want . Also, the width can be adjusted from 23" to 41" by using the pre-drilled holes in the metal rod. I've tried other double hang products(frustrating and disappointing), but this is best system I've found thus far.
