Arrived Broken and Refused Refund

One clip arrived broken, missing half the stones, no teeth to grab the hair and the tip was bent. I requested a refund for one of the clips, they tried to offer a 10% discount on another purchase. I refused and asked for the refund, they then offered a 30% discount. They can't refund me $5? The clips were in individual sealed bags. Someone put this broken clip in the bag and shipped it. The missing stones weren't in the bag so they knew it was being shipped broken.
