frustrated- missing elastic on one

I ordered this for my hubby for christmas- one of them is perfect but the other one is missing the elastic along the bottom. I can not figure out how to contact the actual seller to get a replacement so had to oder a second set...and it has not arrived yet- I keep getting emails saying it has been delayed.
