You pay for return cost

Walmart lets you order from outside sources, when you think you are ordering from Walmart, this is just a cover for odd steps for a pet. I thought it was the steps, because they sell them for $10 so I can not return it unless I pay for it. Great business! And yes I will make sure to read the fine print next time!
