item too short,too small, not as described

I attempted to return to 3rd party seller through walmart. Walmart couldn't process it because third party seller put a block on it called "technical difficulties". No matter which shipment(shipping is free)option chosen the block still stopped my return. I contacted 3rd party seller Noblefu smart inc 3 times. They offer me 30% off if I keep it. I keep asking for a full refund but they continue to only offer me 30% off. They won't remove the "technical difficulties" block so I or walmart can return the item for my refund. This needs fixed or the 3rd party needs labeled a scammer!
